i <br /> Project Description— Report of Composting Site Information <br /> Tracy Material Reco very Facility and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy, Callfornla 95377 <br /> Gatehouse and truck scales; a gatehouse and two 10 foot by 70 foot truck scales are <br /> provided in the main access road. All vehicles will be required to stop at the gatehouse <br /> for weighing and/or inspection. <br /> I <br /> Household hazardous waste collection separation and tem ora storage for off-site <br /> disposal: household hazardous waste is collected through the hazardous waste <br /> screening program and stored in an approved hazardous waste storage container. <br /> Site Location and Access <br /> The Tracy MRF & TS is located about 4 miles south of the City of Tracy in the an <br /> unincorporated area of San Joaquin County, (see Figure 1, Vicinity Map). The Tracy MRF <br /> &TS, identified as APN 253-130-19, is located within the east half of Section 16, Township <br /> 3 South, Range 5 East, M.D.B.M. and is 51.7 acres in size located on the west side of <br /> MacArthur Drive south of Linne Road (see Figure 2, Location Map). The site address is <br /> 30703 South MacArthur Drive, Tracy, CA. The majority of the site consists of a large pit, <br /> approximately 30 to 40 feet deep, that was previously used for gravel mining operations. <br /> Access to the facility is via MacArthur Drive. Primary routes of delivery to the site include: <br /> MacArthur Drive, Linne Road, Corral Hollow Road, and Tracy Boulevard. Regional access <br /> to the station site is provided by Highways 5 and 580. <br /> r <br /> Existing Site Description <br /> The Tracy MRF & TS site comprises a total of approximately 51.7 acres, of which 8.4 <br /> acres are permitted for composting, 15.4 for a transfer station, 15.4 for a material recovery <br /> a facility, and 12.5 for land application of tomato waste. The majority of the site consists of <br /> a large pit, approximately 30 to 40 feet deep, that was previously used for gravel mining <br /> operations. Gravel mining occurred between 1971 and 1975 by Lone Star Industries. <br /> 1 The site was reclaimed and reseeded by Lone Star in 1986. <br /> The two predominant land uses in the project area are agriculture and gravel mining. <br /> Specifically, to the east and south of the site are fields of row crops and orchards. To <br /> the west are the continuing operations of the Lone Star Industries gravel mining <br /> operations. An existing irrigation canal also parallels the site's western boundary. Other <br /> land uses in the area include Teichert Aggregates operation of a sand and gravel <br /> mining facility to the north. The closest development to the proposed project site are <br /> two residences (mobile homes) located approximately 600 feet north of the site on the <br /> east side of MacArthur Drive. There is also one residence approximately 1.4 miles <br /> south of the site on the west side of McArthur Drive. The closest residential subdivision <br /> is approximately one mile north of the site along McArthur Drive. <br /> The site is located within the Northern San Joaquin Valley. The Diablo Range borders the <br /> Valley to the west; the eastern boundary of the San Joaquin Valley is formed by the <br /> i foothills of the Sierra Nevada Range: The regional topography, typical of the Diablo <br />{ Range foothills, is characterized by gently sloping terrain which drains towards the <br /> Edgar&Associates,Inc. 4 Tracy Compost Fac ProjDesc042310 <br />
