i <br /> Project Description — Report of Composting Site Information <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 5. Mac4rthur Drive, Tracy, Califomla 95377 <br /> Sampling Requirements <br /> Compost product will be sampled at a frequency of one composite of twelve samples for <br /> each 5,000 cubic yards consistent with 14 CCR §17868.1. Samples will be analyzed for <br /> metals consistent with 14 CCR §17868.2 and pathogens consistent with 14 <br /> CCR §17858.3. The Site Manager shall maintain records of sample collection and <br /> analytical results. The status of a given active composting windrow, pile, or CTI bag <br /> has been described. <br /> "Clean green material" will be sampled at a frequency of one composite of twelve <br /> samples for each 5,000 cubic yards consistent with 14 CCR §17868.1. Samples will be <br /> analyzed for metals consistent with 14 CCR §17868.2. The Site Manager shall maintain <br /> records of sample collection and analytical results. <br /> Disposition of Material Exceeding Established Limits <br /> Tested material exceeding established limits for pathogens or metals shall be retested. <br /> If results show incomplete pathogen destruction, the material will be composted for <br /> another cycle of at least 15 days to achieve pathogen reduction. If, after this period, <br /> failing results are found, the material will be legally disposed offsite. <br /> Tested materialexceeding established limits for metals will be transported to an <br /> ( appropriate waste disposal facility in accordance with all-applicable laws and <br /> regulations for use as alternative daily cover, or disposal. <br /> Load Check Program <br /> The facility's scale personnel are trained to screen incoming vehicles for presence of <br /> unacceptable wastes. This applies to those wastes delivered by commercial haulers, <br /> governmental agencies, self-haulers or landscapers. <br /> The composting facility personnel training programs will include instruction in methods <br /> to observe incoming loads and to check for the receipt of unacceptable materials. The <br /> key employees include the scale personnel, composting facility load check personnel, <br /> equipment operators, and the site manager. <br /> I.. <br /> All loads will be checked and ground prior to loading the feedstock into the mixing <br /> equipment. Physical damage to equipment, which can occur from inert debris, such as <br /> concrete, metal rebar, and engine parts, is too great to ignore and affects production of <br /> a quality product. The Local Enforcement.Agency will be notified of the identification, <br /> segregation, acceptance and disposition of any serious unlawful delivery of hazardous <br /> materials identified through this load check program.
