Project Description— Report of Composting Site Information <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy California 95377 <br /> Hazardous Waste Exclusion Program <br /> Only non-hazardous organic wastes are accepted at the site. The greatest likelihood of <br /> hidden hazardous waste being in the waste stream would occur in loads of post- <br /> consumer food wastes from restaurants or mixed with yard wastes. All incoming <br /> material will be checked following the load-checking program previously described. <br /> Excluded Materials <br /> Materials other than those described below are excluded from the site. There are no <br /> plans to process hazardous waste or wastewater treatment waste streams on the site at <br /> this time. The composting of unprocessed mammalian tissue, including but not limited <br /> to, flesh, organs, hide, blood and morrow is expressly prohibited, except when from the <br /> food service industry, grocery stores, or residential food scrap collection programs. The <br /> composting of medical wastes is expressly prohibited. <br /> Special Occurrence Log <br /> 14 CCR §17869(b) requires the compost operator to maintain general record keeping <br /> for special occurrences. A special occurrences log will be maintained at the facility. The <br /> log will include the following special occurrences or information: fires, flooding, earth <br /> movement, unusual and sudden settlement, injury or property damage accidents, <br /> explosions, discharge of hazardous or other unacceptable materials, disposition of <br /> material exceeding established limits, or other unusual occurrences. A site operations <br /> log comprising all safety, production, load checking, monitoring, and public complaints <br /> will be maintained. These logs will be kept at the Site Office. The Site Manager is <br /> responsible for maintaining these records. He is also responsible to see that records <br /> are available to the appropriate regulatory agencies. <br /> b. A descriptive statement of the operations conducted at the facility. <br /> The Technology Application Section will provide a descriptive statement for each of the <br /> following operations conducted on the site: <br /> • Section 1 — Method 1: Elongated Windrow Composting (green material only) <br /> • Section 2 — Method 2: Elongated Windrow Composting (co-collected green <br /> material and up to 20% food waste) . <br /> • Section 3 — Method 3: Enclosed Aerated Static Pile Composting (CTI System) <br /> • Section 3 — Method 4: Covered Aerated Static Pile Composting <br /> c. A schematic drawing of the facility showing layout and general dimensions of <br /> all processes utilized in the production of compost including, but not limited <br /> to unloading, storage, processing, parking, and unloading areas. <br /> Please refer to the drawings located in Appendix A. <br /> Edgar&Associates,Inc. 25 <br /> Tracy compost Fac ProjDesc042310 <br />
