Project Description -Report of Composting Site Information
Tracy Material Recovery Facility and Transfer Station
307035. MacArthur Drive, Tracy, California 95377
N%0-1 Technology Application Section 2
Windrow, elongated (co-collected organics: up to 20% food waste)
The TMR/TS and CF proposes to implement Co-Collected Organics Windrow
Composting to utilize the open windrow method to process and compost co-collected
organics (CCO). A blend of green material and food waste not to exceed 20% food
waste materials will be used. This windrow method has been evaluated and proven
effective in order to manage organic material in the most responsible and efficient
manner while providing demonstrated adequate environmental controls when performed
as described.
General Information
All incoming CCO feedstock will be commingled at the point of generation from
residential areas via the use of curbside greenwaste 'toters'. Prior to reaching the
transfer facility or the compost facility, the franchised haulers of CCO feedstock will
work with the municipal jurisdiction to educate the public as to what types of food
wastes are acceptable and what is not acceptable. These wastes are highlighted in
Table 5. Many communities institute a notification system with the generator whereby
contaminated loads are not collected and are rejected at the curb. The CCO feedstock
will come to the facility where the feedstock is ground on-site and then placed in
windrows.
' Table 5
Typical acceptable items for Co-Collected Organics programs
Yes No
All Residentially-Generated Inert materials and plastic products
Commingled Food Waste Products including:
with Green Material including: • Plastic (bags, containers, Styrofoam
Fruit, vegetable, breads, cereal, etc)
dairy a Glass
• Meat, fish (including bones) .
