Project Description-- Report of Composting Site Information <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy, cal/fornla 95377 , <br /> Throughput <br /> The CCOs tonnage amount will be included in the facility's permitted amounts, <br /> discussed on Page 12 and shown in Tables 2 and 3 . While the CCOs feedstock will be <br /> segregated for processing and composting, and the tonnage they represent will be <br /> recorded separately, and they will be counted as part of the total Green Material <br /> throughput under existing facility requirements. <br /> Composting Process Overview <br /> An overview of the composting process is presented below: <br /> • Incoming CCO trucks will be received and weighed at the scale located near <br /> the Site Office. The scale personnel will direct haulers to the chipping and <br /> grinding area of the composting facility. Appropriate signage will be placed <br /> within the composting facility to direct the hauler to the correct location as <br /> shown on the Site Plan. <br /> • The facility personnel will conduct a CCO load check during unloading. At least <br /> one trained load-checking employee will be present during deliveries. <br /> • The CCOs feedstock that will need to be processed at the facility will be placed <br /> into an exclusive stockpile next to the grinder, and will be ground within 24 <br /> hours of receipt. The processed CCO material will then be formed into . <br /> elongated windrows in the CCO composting area for on-site composting. <br /> • All information pertaining to each CCO windrow will be documented in site <br /> records to allow instant identification of windrow status (e.g. start date, <br /> temperature readings, turnings, and sampling) and allow site personnel to <br /> isolate material waiting testing results. The Site Manager will keep a Map in his <br /> office showing Project windrow location and numbering system. <br /> • The temperature and moisture of the windrow materials will be monitored and <br /> controlled, and the Project windrows will be turned on a regular basis so that <br /> the composting process is maintained. New materials will subsequently be <br /> added to the youngest side of the Project windrow, thus lengthening the <br /> windrow. Windrows will be turned by rolling the oldest edge of the windrow and <br /> then the next oldest material. A front-end loader and windrow turner will be <br /> used to turn the windrows. CCO windrows will be turned, wind permitting, with 5 <br /> turns within a 15-day period to ensure pathogen reduction, and then continue <br /> composting for an anticipated period of 12 to 20 weeks. Subsequent curing of <br /> material in place will take place for up to six weeks. <br /> • Water will be added as necessary to the compost windrows to maintain the <br /> appropriate composting moisture and control dust.
