Project Description—Report of Composting Site Information <br /> Tracy Material Recovery Facillty and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy, Califamia 95377 <br /> material at a temperature of 55 degrees Celsius (131 degrees Fahrenheit), or <br /> higher, for a period of 15 days, or longer, which meets regulatory pathogen. <br /> reduction requirements (14 CCR §17868.3). There will be a minimum of five . <br /> turnings of the CCO windrows during a 15-day period during which readings <br /> such as temperature and oxygen content are monitored and documented. <br /> When the desired level of decomposition has been achieved, the CCO compost <br /> materials will be moved to the curing areas for a six-week period or left in place <br /> until shipment from the site <br /> • At the start of all CCO composting cycles, temperatures will be taken and <br /> recorded daily to confirm satisfactory results. Temperature measurements will <br /> be taken at 1.5 to 2 feet below surface for Elongated Windrow Method. This will <br /> be performed to allow for accurate temperature measurements deep within the <br /> windrow. The minimum frequency for temperature readings for all composting <br /> methods will be based on a 200 cubic yard volume per reading. <br /> Procedures for taking temperatures <br /> Temperature probes 2 feet long,with a dial on one end and a <br /> thermocouple on the other will be used for taking temperatures. <br /> The probe will be inserted into the windrow at depths at which the <br /> ` temperatures will be taken as discussed above. <br /> • The same person taking the temperatures using the same <br /> technique each time will be utilized whenever possible to aid in <br /> eliminating variables. <br /> Points for probe insertion shall be chosen to produce the most <br /> representative,readings of internal temperatures. <br /> Sampling Re uirements <br /> Project compost product will be sampled at a frequency of one composite of twelve <br /> samples for each 5,000 cubic yards consistent with 14 CCR §17868.1. Samples will be <br /> analyzed for metals consistent with 14 CCR §17868.2 and pathogens consistent with 14 <br /> CCR §17858.3. The Site Manager shall maintain records of sample collection and <br /> analytical results. <br /> The sample will also be tested for compost quality for the C:N ratio, NPK, and the <br /> amount of inert material that may be present in the compost. <br /> Disposition of Material Exceedinq Established Ll its <br /> Tested material exceeding established limits for pathogens or metals shall be retested. <br /> If results show incomplete pathogen destruction, the material will be composted for <br /> another cycle of at least 15 days. If, after this periodJailing results are found, the <br /> material will be legally disposed offsite. <br /> Tested material exceeding established limits for metals should be transported to an <br /> appropriate waste disposal facility in accordance with all-applicable laws and <br /> regulations. <br /> 36 <br /> Edgar&Associates,Inc.
