Project Description —Report of Composting Site Information
Tracy Material Recovery Fadllty and Transfer Ratlon
30703 5. Mac4rthur Drive, Tracy, Cal/fornla 95377
Saw, The operator will solicit assistance from CTI personnel to locate and mobilize
an additional bagging machine if repairs to the inoperable bagging machine
are anticipated to exceed the stockpile capacity.
• Blower equipment
With the acquisition of a maximum number of blower units to provide one unit
per actively composting bag, it is anticipated that several units will be
available at any one time to replace an inoperable unit. Units can be
relocated from compost bags containing matured material. Should no units
be available onsite, additional units can be rented or purchased with little or
no required advance notice.
• Screening equipment
In the event the screening equipment onsite becomes inoperable for an
extended period of time, an additional screening unit can be rented from an
equipment rental facility.
Significant features of the CTI System TM
• The process is totally enclosed and does not expose the environment to nuisance
odors or high PM 10 (particulate matter) levels, nor does it attract many insects to
the operation of composting. Insect and rodent breeding areas are virtually non-
existent with an enclosed system. Because the system is entirely enclosed,
leachate is not anticipated to be a problem.
• There will be minimal odors emanating from the vessels during the composting
process. Odor is prevented through continued aeration via a perforated hose
running the length of the bag.
• Noise is significantly reduced without the need for material turning equipment during
the composting process.
• The CTI SystemTM does not require the organic material to be turned during the
composting process and therefore additional turning machines will not be required
for feedstock designated for the CTI System TM
f. A description of the anticipated maximum and average length of time compost
will be stored at the facility,
The CTI composting cycle varies from 8-16 weeks. Additional finishing of the compost
in an elongated windrow occurs for further pathogen reduction. Curing requires up to
another 6 weeks.
The number of bags either composting or curing may be up to 30. Bags are placed in
rows separated by a four-foot aisle for blowers (Drawing 4). The site is estimated to
Edgar&Associates,Inc. 44 Tracy Compost Fac ProiDesc042310
