Project Description— Report of Composting Site Information Tracy Material Recovery Facility and Transfer Station 30703 S. MacArthur Drive, Trary, Califomia 95377 r- • Equipment breakdowns In the event of equipment breakdowns that prevent routine daily activities for CTI System"" composting preparation, bagging, aeration, or removal of finished material, the following contingency plans will be in-place. • Loader equipment In the event of a loader breakdown, and if necessary to keep up with the inflow of feedstock at that time, an additional loader may be rented from a local equipment rental facility. • Grinding equipment If the onsite grinding equipment becomes inoperable, the following procedures will be followed: • Day 1 & 2: Feedstock materials will be stockpiled in designated locations. Green material feedstock materials will be stored in the "CTI Feedstock Processing/Mixing Area" shown on Drawing or used as feedstock for conventional open windrow composting. An estimated 5,000 cubic yards of feedstock material can be stored in the "CTI Feedstock Processing/Mixing Area". Rolling feedstock, defined as incoming feedstock that has to be moved and processed, or"rolled" from the processing area to windrow or CTI bags, shall not be stored for more than 48 hours within the CTI Feedstock Mixing Area. • Day 3: Should repairs to the grinding equipment be anticipated beyond the second day, the operator will redirect all incoming food waste loads to an appropriate alternate disposal site on the third day and schedule an alternate grinder to be mobilized on Day 2 for use at the beginning of Day 3. Once stockpiled food waste feedstock has been processed and the stockpile has returned to a normal daily level, acceptance of food waste loads may resume at the facility. • Water truck equipment Breakdowns of one of at least two water trucks being required onsite is not anticipated presenting a problem. Should a problem arise, an additional water truck may be rented from an equipment rental facility. • Bagging equipment One bagging machine is required to process the proposed peak throughput of 68 tons per day.
