Project Description —Construction & Demolition/Inert Debris Facility Report
Tracy Material Recovery Facillty and Transfer Station
30703 S. MacArthur Drive, Tracy, California 95377
increase. The type of residual is non-putrescible and will not present a vector
attraction or odor problem.
Supervision and Personnel [14 CCR 17410.2]
An onsite supervisor will be present daily to provide adequate supervision and
sufficient qualified personnel to assure operations are proper and in compliance
with all applicable laws, regulations permit conditions or other requirements.
Training [14 CCR 17410.3]
Employees are trained by staff that is skilled in: (1) various aspects of the work
and (2) the proper use of facility equipment for which they may be responsible.
Potential hazards and safety features are stressed. No employee is permitted to
operate equipment until the employee has demonstrated proficiency in its use.
Employees are trained in proper load checking techniques, including the
screening and recognition of hazardous materials, including, but not limited to
lead-based painted wood, asbestos containing material and CCA treated wood.
Additional training is provided surrounding environmental controls utilized at
facility, employee and public safety, fire safety, and emergency procedures to be r°
followed.
Annual review and refresher training ensures continued safe operations of the
facility and compliance with regulations. Weekly "tailgate" safety meetings are
held to reinforce training and gain employee feedback on potential hazards.
Training records will be maintained and made available for inspection in
accordance with other records, as noted below in General Recordkeeping
Requirements.
The facility maintains an Injury and Illness Prevention Plan, which is kept in the
administrative office.
Vector, Bird and Animal Control [14 CCR 17410.4]
Vectors are animal, insects, and other organisms that may carry pathogens, such
as mosquitoes, birds, flies, and rats, from one host to another. These vectors are
sometimes carried into C&D facilities by delivery trucks, or may migrate on site
from surrounding lands. Vectors and birds are not typically attracted to inert
debris or construction and demolition debris due to the.lack of available food; the
extremely low amount of food available in the material will discourage insects,
rats, and rodents.
23 170.18 CDI FacReport 121907.doc
