A PM10 Dust Prevention and Control Plan shall be prepared that includes the dust control <br /> measures specified in Chapter 4.7, Mitigation 4.7-1, of the Final EIR. <br /> S <br /> b. A Standard Operating Procedure (SOP)shall be developed to address the elimination of <br /> the generation and emission of odors as much as possible. The SOP shall include <br /> measures to allow for the shortest possible holding time.of waste brought to the facility, <br /> as weal as contingency measures in the event of excess odor generation and/or nuisance <br /> complaint. <br />
