Major Modification Pursuant to Section 3.23 of District Rule 2201, a major modification Is any physical change at, or change in the operation of, a mayor stationary source that mub in a significant net increase in emissions of any affected pollutant.As shown In Section VII.D.3 of this document, this facility Is not a major source for any affected pollutant. Therefore, this project cannot constitute a major modification, and no further discussion is required. 6. Federal Major Modification Section 3.17 of District Rule 2201 specifies that major modifications are also federal major modifications unless they qualify for an exemption as specified In Section 3.47.1 or 3.17.2.As shown in Section WAS of this document, this project is not a major modification, and therefore cannot be a federal major modification. No further discussion is required. VIII. Compliance Rule 2020 Exemptions The applicant's proposals include a cooling tower operating at less than 10,000 gallons per minute for cooling water used in the venturi scrubber. Cooling towers have the potential to emit various air contaminants as some of the water Is lost as steam, allowing dissolved solids or gasses to enter the atmosphere. However, pursuant to Section 6.2 of the rule, cooling towers with recirculation rates of less than 10,000 gpm are exempt from the permitting requirements as long as they do not cool process water, water from barometric jets, or water from barometric condensers. This cooling tower is not used to cool water from any of those proscribed sources, so it is exempt from permits. No further discussion is required. The applicant's proposal also includes a 250-gallon propane tank to supply supplementary fuel for flare operation if, and.only if, that is necessary to produce the required destruction efficiency. Pursuant to Section 6.6.9 of the rule, storage of liquefied gases in unvented (except for emergency pressure relief valves) pressure vessels is exempt from permits.
