Parrelm Almond Prooeasing Company
N-1082706, N-1337-1-8.2-7.0-1, 7-0,8-0
Rule 2701 New and 1lodM*d Stationary Source Review Rule
A. Best Available Control Technology(BACT)
I. BACT Applicability
BACT requirements are triggered on a pollutant-by-pollutant basis and on an emissions
unit-by-emissions unit basis for the fblkm ge:
(a)Any new emissions unit with a Potential to Emit exceeding two pounds in any one day,
(b) The relocation from one Stationary Soume to another of an existing emissions unit with
a potential to emit exceeding two pounds in any one day, and
(c) Modifications to an exk tg emissions unit with a valid Permit to Operate resulting in an
Adjusted Increase In Permitted Emissions (AIPE)exceeding two pounds per day,
and/or
(d)Any new or modified emissions unit, in a stationary source project, which results in a
Major Modification.
As shown in Section I of this document, no emissions units are being relocated from
one stationary source to another. As shown in Section Vii.D.5 of this document, the
proposed project does not result in a major modification.
C nine:
As shown in Section VII.C.2 of this document, PE2 for the engine exceeds 2.0 Ib/day for
NOx and VOC. PE2 does not exceed 2.0 lb/day for any other affected pollutant from the
flare or the engine. Therefore, BACT is triggered for the engine for NO.and VOC.
Flare:
As shown in Section VII.C.2 of this document, PE2 for the flare is less than or equal to
2.0 lb/day for each pollutant. BACT is not triggered for the flare for any pollutant.
Almond Proces Wg Eaulnment:
As shown in Section VII.C.2, there are no changes in the emission factors or potential
emissions for units 1-6, 2-7, and 6-1 for any affected pollutant. Since PE1 = PE2 for
each unit, and EF1 = EF2 for each unit, the adjusted increase in permitted emissions
(as defined in Section 4.3 of the rule) is zero. BACT is not required for these units for
any affected pollutant.
2. BACT Guideline
The engine is not covered by any existing BACT Guideline, since Guideline 3.3.12
applies to fossil fuel-fired IC engines and Guideline 3.3.13 applies to IC engines fueled
with waste gas, which it narrowly defines as coming from wastewater digesters and
landfills. However, the District has determined that Information from Guidelines 3.3.12
and 3.3.13 can be utilized in building the initial list of possible control technologies for
a Except for CO emissions from a new or modified emissions unt at a Swadonw y Source with an SSPE2 of less faun
200,000 pounds of CO per year.
15
