No further discussion is required. <br /> Rule 4203 Particulate Matter Emissions ftom Incineration of Combustible Refuse <br /> This rule limits the emission ofparticulate matter from disposing of combustible refuse. The <br /> gasifier will process combustible refuse in the form of chipped wood, almond hulls and shells, <br /> and orchard prunings, so this rule applies. The gasification process does not constitute open <br /> burning as defined in District Rule 4103, Open Buming, so the gasifier does not qualify for the <br /> exemption presented in Section 3.0 of Rule 4203. <br /> Section 4.1 prohibits the emission of particulate matter,from a process consuming more than <br /> 100 lb/hr of combustible refuse, in excess of 0.1 grldscf at 12°x6 CO2. The gasifier uses an <br /> average of 880 lb/hr of feedstock, so Section 4.1 applies.Alternatively, Section 4.3 prohibits <br /> emission of more than 0.1 pounds of PM per 100 pounds of combustible refuse, and exempts <br /> units complying with Section 4.3 from complying with Sections 4.1 or 4.2. <br /> As shown above, the engine and flare have the potential to emit 0.16 and 0.1 lb/hr of PM, <br /> respectively. The gasifier uses 880 Ib/hr of combustible refuse (feedstock), so Section 4.3 <br /> would allow PM emissions of 0.88 Ib/hr. Since 0.16 Ib/hr and 0.1 lb/hr are less than 0.88 Ib/hr, <br /> compliance with this rule is expected. The following condition will be Included on the engine <br /> ATCs to ensure compliance: <br /> • Particulate emissions from this electrical generating system at the engine exhaust stack <br /> opening shall be no more than 0.1 gr/dscf(calculated to 12% Carbon Dioxide), or no <br /> greater than 0.1 pounds per 100 pounds of feedstock material charged.
