The District has determined that theasifier <br /> operates under a vacuu <br /> and that all potential missions are routed through the engine or the flare,which will amply m <br /> with all applicable rules. Therefore, the gaeifler is at least as effective at controlling air pollution <br /> as a multiple-chamber incinerator. No further discussion is required. <br /> Rule 4311 Flares <br /> This rule regulates emissions of NOx and VOC from flares. However, Section 4.3 exempts <br /> flare located at a stationary source with SSPE of less than 20,000 l any <br /> of VOC from all sections except 6.2.4. As shown in Section VII.D.2, SSSPE2 for NOx VOC <br /> is less than 20,000 lb/yr, so the exemption of Section 4.3 applies. <br /> Section 6.2.4 requires that any facility claiming exemption under Section 4.3 must maintain <br /> records of annual throughput, material usage, or other Information necessary to demonstrate <br /> compliance with that section.The following conditions will be listed on the flare ATC to ensure <br /> compliance with the exemption: <br /> * This flare shall be equipped with a non-resectable totalizing volumetric fuel meter. <br /> [District Rules 2201 and 4311] <br /> Operator shall record the fuel meter reading each day the flare operates. [District Rule <br /> 4311] <br /> Rule 4701 Internal Combustion Engines--Phase 1 <br /> This rule limits NO,,, CO, and VOC emissions from stationary internal combustion engines <br /> rated at greater than 50 hp. However, Section 7.6.3.3.2 of District Rule 4702, Internal <br /> Combustion Engines—Phase 2, states that for an engine subject to the requirements of <br /> Sections 4.2, 4.3, or 5.1 of Rule 4702, Rule 4701 shall not apply as of the date the engine is <br /> required to be in compliance with Rule 4702. This engine is subject to Section 5.1 of Rule <br /> 4702, and is required to be in full compliance by June 1,2007. Therefore, Rule 4701 does not <br /> apply to this engine. No further discussion is required. <br /> Rule 4702 Internal Combustion Engines—Phase 2 <br /> This rule limits NO., CO, and VOC emissions from stationary internal combustion engines <br /> j <br /> rated at greater than 50 hp.
