The document does not include an analysis for impacts from noise and lighting. Provide <br /> an analysis of the impacts regarding noise and lighting. <br /> F. The project description proposes to increase hours of operation, vehicle traffic, tonnage and <br /> building size. The discussion regarding facility design is not adequate. The proposed <br /> increases in waste and traffic volumes are 2.5 and 3 times the existing approved volumes. <br /> The increase in floor space or building size is not quite 50 percent of the existing building. <br /> The EHD has concerns that the facility operating at full capacity would not be able to safely <br /> handle the waste. <br /> a. Vehicle traffic: the project description indicates that the facility is proposing to <br /> increase vehicle traffic from 560 vehicle trips to 1727 vehicle trips per day. The site <br /> is confined and the tipping area is small. <br /> 1. Provide calculations that show the number of vehicles that can safely unload at <br /> each of the tipping areas onsite. <br /> 2. Provide information showing traffic patterns. <br /> 3. Provide anticipated vehicle quelling time through the scales and tipping area. <br /> b. The proposed project description mentions that the additional hours of operation will <br /> allow the facility to handle additional vehicles. This is true to a point. Vehicles that <br /> arrive at the facility are not evenly spaced and tend to show up at approximately the <br /> same time. <br /> 1. Indicate the area designated for vehicle quelling and explain how the area will <br /> accommodate the expected vehicle traffic. <br /> 2. Discuss the anticipated number of vehicles per hour. <br /> G. Tonnage: the project description proposes to increase the per day tonnage by 2.5 times the <br /> current tonnage. The design calculation does not discuss the amount of equipment that <br /> would be on the tipping floor in order to facilitate the processing of the waste. The project <br /> description does not mention how much area would be required for vehicle unloading (type <br /> of vehicle, size, volume of waste contained), or the number of vehicles that would be <br /> unloading at one time. The proposed project does not indicated if there will be a separate <br /> unloading area for the self haul customers or the number of waste screeners/spotters on the <br /> tipping floor during the operation. <br /> 1. Provide a facility capacity study that analyzes the traffic and waste volume as it <br /> relates to the proposed changes and facility capacity. Include the calculations <br /> that will take in to account the space or area required to safely conduct the <br /> proposed operations. <br /> H. The project description on page 22 indicates that the facility does not knowingly receive <br /> Household Hazardous Waste (HHW). The facility currently collects antifreeze, waste oil, <br /> batteries, and paint. Revise to accurately reflect current site conditions. <br /> I. The project description on page 28 indicates that if prohibited wastes are identified, the <br /> hauler is required to remove the waste from the facility for proper disposal elsewhere. When <br /> a hazardous waste is identified, it is at that point it must be handled as a hazardous waste. <br /> The hauler cannot remove the waste from the site unless it is a hazardous waste hauler. <br /> Provide additional information clarifying the procedure in detail. <br /> J. The project description on page 18 of Report of Compost Site Information (RCSI) makes <br /> reference to a CEQA analysis done in 1999 and references a Solid Waste Facility Permit <br />
