... —1 <br /> FFa) has <br /> INTRODUCTION AND PROJECT DESCRIPTION <br /> Surface and Subsurface Contamination Report (SSCR) contains the results of our findings for <br /> erty owned by Mr. Russell Kagehiro that lies between South Tracy Boulevard and MacArthur <br /> , south of Tracy, California. This report was prepared exclusively for Mr. Kagehiro and the <br /> oaquin County Environmental Health Department(EHD). The purpose of this report was to <br /> tigate and identify real or potential surface and subsurface contamination existing within the <br /> e subject property and report the findings to Mr. Kagehiro and the Environmental Health <br /> rtment. <br /> rding to the San Joaquin County Development Title, a Surface and Subsurface Contamination <br /> rt is required at the time of Tentative Map submittal. The San Joaquin County Development <br /> , Section 9-905.12 (a) states "A Surface and Subsurface Contamination Report shall identify <br /> potential sources of surface and subsurface contamination caused by past or current land uses." <br /> report complies with the San Joaquin County Development Title fora "Surface and Subsurface <br /> amination Report" per EHD 26-02-001. Interpretation of County Ordinance Section 9-905.12 <br /> as been to focus on the subject property exclusively, unless it is documented or observed that <br /> an environmental concern in proximity to the subject property could potentially affect the property. <br /> This Surface and Subsurface Contamination is similar to, but does not encompass the requirements <br /> of a Phase I Environmental Site Assessment (ESA) as promulgated by the American Society of <br /> Testing and Materials (ASTM E-1527-00). The Environmental Health Department recognizes that <br /> the Surface and Subsurface Contamination Report is not intended to completely fulfill the <br /> requirements of the Phase I ESA. The Department does however, maintain that certain components <br /> of the Phase I ESA as promulgated by ASTM is applicable to the SSCR, as follows: <br /> Section 7.1.7 of the ASTM Document states under"Sources of Standard Source Information," <br /> that"information or other record information from government agencies may be obtained directly <br /> from appropriate government agencies or from commercial services. <br /> Government information obtained from nongovernmental sources may be considered current if the <br /> source updates the information at least every 90 days or, for information updated less frequently <br /> than quarterly by the government agency, within 90 days of the date the government agency makes <br /> the information available to the public. This specification applies directly to the records obtained <br /> from GeoTracker for Underground Storage Tanks (USTs) and Leaking Underground Fuel Tanks <br /> (LUFTs). <br /> This report includes evaluation of nonpoint sources of hazardous materials including agricultural <br /> chemical residues and high concentrations of nitrate in the groundwater. Potential point sources <br /> would include aboveground and underground storage tanks (ASTs/USTs), leaking underground fuel <br /> tanks (LUFTs), septic systems, chemical storage or mixing areas (all of which were not present) <br /> and electrical transformers. No chemical analysis was conducted for this investigation, nor were <br /> there any on-site or surrounding buildings to be inspected for asbestos containing materials <br /> (ACMs). <br /> The property is illustrated on the attached Assessor's Parcel Map and San Joaquin County Parcel <br /> Viewer Maps. The subject parcels composing this project and assessed for this report, have been <br /> outlined on the Parcel Map.
