If the proposed eleven parcel subdivision is granted, one single family residential unit and possibly <br /> a second unit dwelling will be built on each of the eleven parcels. T)omestic water will be on-site <br /> rr;weelland irrigation water for the remaining, nonresidential acreage will be by the Plain View <br /> tion District (PVID), since there are concrete water delivery lines on the property. <br /> Wastewater effluent will be by on-si ..septic systems and stormwater management will be by on- <br /> site retention basins for each individual arcel. <br /> II. DESCRIPTION OF THE SUBJECT PROPERTY <br /> The subject property has been owned by Mr. Kagehiro for the past six years. Prior to this time, <br /> Mr. Paul Simi owned and farmed the property. The vast majority of the subject property is fallow, <br /> except for two dirt roads, a large subterranean concrete structure associated with the California <br /> Aqueduct that is surrounded by a barbed-wire fence, the Delta-Mendota Canal, and the small Banta <br /> Carbona Lateral 6. The project is located in Section 21, Township 3 South, Range 5 East <br /> M. D. B. & M. Surrounding structures consist of very low density residential, along with <br /> agricultural operations, commercial operations and gravel quarry operations. <br /> The region has been dry-farmed and irrigated-farmed, particularly in row crops, pasture, beef cattle <br /> and vineyards for the last several decades. Surrounding irrigation is provided by the Plain View <br /> Irrigation District and the Banta Carbons Irrigation District. The historical aerial photos illustrate <br /> that the subject property was farmed within the boundaries of the PVID during the 1970s. <br /> The attached photographs illustrate that almost all of the land use is fallow on the subject parcels, <br /> with the exception of the above-referenced"improvements."
