WASTE DISCHARGE REQUIhMENTS ORDER NO.R5-2002-0072 -2-
GEORGE REED, INC. AND 711 MATERIALS, INC.
AGGREGATE MINE AND WASTEWATER SYSTEM
SAN JOAQUIN COUNTY
9. The products manufactured onsite are screened and washed sand, washed and crushed rock,
asphaltic concrete products, and Portland cement concrete.
10. Approximately 500,000 tons of aggregate is produced annually. Future production is anticipated
to remain at approximately the same level. Processing at the facility occurs for approximately
180 days per year.
11. The aggregate wash equipment, stockpiling, and settling ponds are located on the north side of
the Mokelumne River. Excavation of earth materials is performed on the south side of the river.
The facility consists of the following parcel numbers:
Parcel Name Parcel Number Property Use Location
Featherstone Ranch 021-130-11 Processing/Pond North of River
Featherstone Ranch 021-130-05 Processing/Pond North of River
Featherstone Ranch 021-130-02 Processing/Pond North of River
Solari Ranch 019-220-27 Excavation South of River
Merritt Ranch 019-220-14 Excavation South of River
Solari Ranch 019-220-28 Excavation South of River
12. The processing facility and surrounding quarry areas have been developed in phases. Presently,
the western half of Section 15, T4N, R8E is being excavated. George Reed, Inc. estimates the
excavation will continue on the present phase for approximately 10 years. George Reed,Inc. has
an option to buy additional property contiguous to the active site.
BACKGROUND
13. In the 1930's, a gold dredge operated on the Mokelumne River from the Lake Camanche area to
the George Reed, Inc. property. The dredge inverted the sediment stratigraphy, placing cobble
and gravel sized material on the surface and the topsoil below the coarse grained materials. The
cobble and gravel sized material was subsequently excavated by the Claude C. Wood Company.
Remaining topsoil was removed at an unknown time for sale. Coarse-grained materials that
remained were subsequently excavated by the Claude C. Wood Company.
14. George Reed, Inc. purchased the facility from the Claude C. Wood Company in about June 1993
and it has operated consistently since then.
15. Because of the history of gold mining at the facility, wastewater samples were collected and
chemically analyzed for mercury. Samples were also collected from the Mokelumne River
upstream and downstream of the quarry. The mercury concentrations fall within background
concentrations and are not considered significant. The results are presented below.
Sample Name Date Result Sample Location
M309533 9/27/01 4.8 ng/1 Main Silt Pond Discharge
M309534 9/27/01 3.1 ng/l Main Recycle Pond
M309535 9/27/01 1.4 ng/1 Mokelumne River Upstream
