All wash water and most stormwater generated on site are discharged to a series of settling <br /> ponds. No flocculants are added to the wastewater at this time; however, flocculants might be <br /> added to the wastewater at a later date. Wastewater is generated at the aggregate washing plant, <br /> the asphaltic concrete baghouse, and the concrete batch plant. Wastewater generated at the <br /> concrete batch plant is discharged to a separate system, the concrete washout facility. <br /> 17. Wastewater is discharged to a series of settling ponds that presently total approximately 12 acres <br /> surface area. The wastewater drains by gravity to the recycle pond from which water is pumped <br /> for reuse. <br /> 18. The settling ponds are located within former excavations. Wastewater pond locations have <br /> changed over the years of operation because the ponds fill with sand, silt, and clay particles. <br /> Ponds may be located anywhere within the indicated area shown on Attachment B (which is <br /> attached hereto and made part of this Order by reference), as long as the Discharger is in <br /> compliance with this Order and all other requirements imposed by other agencies. <br /> 19. The Discharger submitted a water balance that showed adequate containment for wastewater and <br /> stormwater at a flow rate of approximately 500,000 gpd. The water balance included <br /> consideration of stormwater runoff generated off site. <br /> 20. The facility is located within the 100-year flood plain of the Mokelumne River. In order to <br /> prevent the discharge of waste during flood events, the Discharger has presented a plan to install <br /> a mechanical treatment system and to physically protect the primary settling ponds from a 100- <br /> year flood or to add sufficient mechanical treatment equipment to eliminate the need for the <br /> primary settling ponds. <br /> 21. If the Discharger continues to use primary settling ponds,then they must be protected from <br /> inundation from a 100-year flood. The combination of the proposed mechanical settling <br /> equipment and the primary settling ponds must provide an effluent that carries less suspended <br /> sediment than the suspended sediment load of the Mokelumne River at flood stage. The <br /> remaining recycle ponds can be located in the floodplain. <br /> 22. While the mechanical separation equipment is installed, wastewater will be discharged into Pond <br /> A. After the mechanical equipment has been installed,wastewater from the mechanical <br /> separator equipment would be discharged to the primary settling ponds, and then into Pond A. <br /> Because Pond A might be legally classified as wetlands, the Discharger is required to submit an <br /> evaluation report determining the status of the pond prior to commencing discharge into it. <br /> 23. George Reed Inc. also operates an asphaltic concrete batch mixing plant (hot plant). The hot <br /> plant wastewater is generated at the bag house where collected dust and carrier water is piped to <br /> a 0.2 acre settling pond, then discharged to the main wastewater system.
