Box 548 <br /> Sonora, CA 95370 <br /> NOTICE OF VIOLATION <br /> GEORGE REED COMPANY, CLEMENTS, SANJOAQUINCOUNTY <br /> This letter describes a site inspection performed on 7 June 2001 and the violation of permit conditions <br /> which were observed. Photographs taken during the inspection are attached for your information. <br /> Site Inspection <br /> The following observations were noted during the site inspection: <br /> - At the time of the inspection, the aggregate plant was in operation. An asphalt batch plant was <br /> under construction. <br /> - Wastewater is generated in aggregate washing procedures. Wastewater is recycled after settling <br /> fine grained soil particles in a series of settling ponds. Eventually, the wastewater is reused in <br /> the plant. Make-up water is added to the recycled wastewater as needed. <br /> - No flocculants are used in the settling process. <br /> - No objectionable odors were noted at the wastewater ponds. <br /> - Freeboard violations of the WDRs were observed in the primary settling pond and ditch <br /> connecting the primary pond with the downstream ponds. <br /> - The 711 Materials concrete batch plant was operating at the north end of the property. <br /> Waste Discharge Requirement Violations <br /> - Because of the configuration of the wastewater ponds, apparent violations of the WDRs' <br /> freeboard requirements were observed. Discharge Specification B.4 requires that two feet of <br /> freeboard shall be maintained in the pond at all times. A violation of this requirement was noted <br /> during the 31 October 2000 inspection and recorded on the 6 November 2000 Inspection Report <br /> and Notice of Violation. The 6 November 2000 correspondence required George Reed to submit <br /> a technical report addressing the freeboard issue. That report was not submitted.
