Operating Plan: Excavation will commence upon obtaining a permit and will <br /> terminate with total reclamation within X17 ears, dependent upon demand for <br /> materials. Excavation occurs approximately 180 days in a year. Weather and <br /> demand for materials can alter this approximation. Excavation activity generally <br /> occurs between March-October each year. Excavation will be limited to a <br /> weekly schedule of Monday-Friday, 6:00 a.m. to 6:00 p.m., except during <br /> periods of declared national, state, or county emergency or inclement weather. <br /> Archaeological finds, if there are any,will be evaluated by a Qualified <br /> Archaeologist with notification to the Planning Division. <br /> 2 & 3. Topsoil/Overburden: Topsoil/Overburden is stripped, set aside <br /> temporarily,then replaced concurrent with excavation. There will be no <br /> stockpiles. Excavation is by the open pit method commencing at the South/West <br /> corner of Phase I, moving in an Easterly direction; then returning in a West to <br /> East direction. Excavation depths will be 30'+/-. Overburden ranges in depth <br /> from 0' -15'with sand and gravel depths of 10'-15'. Equipment to be used at the <br /> project site consists of scrapers/dozers to remove overburden, backhoe/excavator <br /> to remove sand and gravel, trucks to transport materials to the existing <br /> processing facility on the Northside of the Mokelumne River. A motorgrader <br /> and scraper will be used to level and contour site for final reclamation. Water <br /> truck is used to spread water within the project area for dust control. <br /> 4. Mine Waste: Sand and Gravel will be processed at the existing processing plant <br /> located on the Northside of the Mokelumne River which operates under Waste <br /> Discharge Order 93-177 for wash water discharged to the existing sedimentation <br /> and recycling pond. There will be no waste discharge due to the excavation <br /> under this permit/reclamation plan. All materials will be either processed or <br /> used for reclamation. <br /> E. SIZE: <br /> 1. Total acreage to be permitted: 78.5 Acres <br /> 2. Total acreage to be disturbed: 69.5 Acres <br /> 3. Total acreage to be reclaimed: 73.0+/-Acres <br /> F. Water Requirements: The only water required for the project is used for dust <br /> suppressant at the excavation site/roads during the removal and transporting of sand <br /> and gravel to the processing plant. Water is obtained from the fresh water pond or <br /> well if necessary, located at the processing plant. <br />
