4. PUBLIC HEALTH SERVICES (Staff Contact: Rodney Estrada,468-0331) (a) A soil suitability study/nitrate loading study which indicatesthat the area is suitable for septic tank usage must be performed prior to issuance of building permits,as required by Section 9-1105.2(d)of the San Joaquin County Development Title. A nitrate loading study is required,and a review fee of $390.00 must be paid at the time of submittal to the Environmental Health Division. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or the EPA Design Manual for on-site wastewater treatment and disposal systems is required for each parcel. A permit fee of$78.00 per percolation hole is required. (Note: The Soil Suitability/Nitrate Loading Study was submitted October 20, 1999,and approved November 1, 1999.) (b) Refuse,garbage,and other solid waste material must be stored,removed,and transported to an approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400. (c) Construction of an individual domesticwater well under permit and inspection by the Environmental Health Division is required at the time of development. (DevelopmentTitle Section 9-1115.3) (d) If floor drains are required, they must be plumbed through a sand/oil separator and discharged to an aboveground system approved by the Environmental Health Division. A registered engineer must design this system. The material collected in the aboveground holding system must be analyzed for hazardous constituents prior to disposal. Specific test requirements may be obtained from the Environmental Health Division. A$156.00 plan check fee is required at the time of submittal. (e) If hazardous material is stored on the site, the applicant must register with the County Office of Emergency Services. (f) If hazardous waste is generated, the applicant must obtain an EPA identification number and comply with applicable regulations. Conditions of Approval 4 - UP-99-26
