4. PUBLIC HEALTH SERVICES (Staff Contact: Rodney Estrada,468-0331) <br /> (a) A soil suitability study/nitrate loading study which indicatesthat the area is suitable for septic tank <br /> usage must be performed prior to issuance of building permits,as required by Section 9-1105.2(d)of <br /> the San Joaquin County Development Title. A nitrate loading study is required,and a review fee of <br /> $390.00 must be paid at the time of submittal to the Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site wastewater treatment and disposal systems is required for <br /> each parcel. A permit fee of$78.00 per percolation hole is required. (Note: The Soil <br /> Suitability/Nitrate Loading Study was submitted October 20, 1999,and approved November 1, 1999.) <br /> (b) Refuse,garbage,and other solid waste material must be stored,removed,and transported to an <br /> approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400. <br /> (c) Construction of an individual domesticwater well under permit and inspection by the Environmental <br /> Health Division is required at the time of development. (DevelopmentTitle Section 9-1115.3) <br /> (d) If floor drains are required, they must be plumbed through a sand/oil separator and discharged to <br /> an aboveground system approved by the Environmental Health Division. A registered engineer <br /> must design this system. The material collected in the aboveground holding system must be <br /> analyzed for hazardous constituents prior to disposal. Specific test requirements may be <br /> obtained from the Environmental Health Division. A$156.00 plan check fee is required at the <br /> time of submittal. <br /> (e) If hazardous material is stored on the site, the applicant must register with the County Office of <br /> Emergency Services. <br /> (f) If hazardous waste is generated, the applicant must obtain an EPA identification number and <br /> comply with applicable regulations. <br /> Conditions of Approval 4 - UP-99-26 <br />
