Development Committee -2-
SA-93-42
The necessary studies are as follows:
1. Engineering analysis to address the hydrologic and
geotechnical impacts identified in the Initial Study,
including an analysis of levee stability and a determination
of the appropriate depth to groundwater based on historical
data. This should also include what affects there may be to
the performance of the ponds from seepage and infiltration
from the river.
2 . A plant survey for threatened or endangered plants, as
specified by the California Department of Fish and Game.
3 . A cultural resource survey, including a records search shall
be prepared by a qualified professional archaeologist.
4 . Additional information relative to the potential odor
impact.
If the applicants decide to submit these studies rather then
going forward immediately with preparation of an EIR, the studies
shall be submitted within 60 days. After reviewing these
studies, if appropriate, the Initial Study will be revised, and a
Negative Declaration will be prepared and circulated through the
State Clearinghouse for a 30 day review and comment period prior
to action on the project. If review of these studies indicates
that the project will have significant unavoidable adverse
impacts for which there is no feasible mitigation, then an EIR
and statements of overriding consideration will be required, or
the project will be denied.
Please note that there has also been some concern noted by area
residents relative to odor, land use conflicts and impacts to
groundwater.
KS: ss
SA93-42DC.MEM
c: Crossroads Venture
City of Lathrop Public Works Department
