Cultural Resources
10.
At least one Native American cultural resource site has been
identified as being either on the project site or within 1/2 mile
of the project site. An archaeological records search and a field
assessment should be done by a qualified professional archaeologist
to determine if any cultural resources exist on site, and, if so,
to recommend appropriate mitigation. This is necessary prior to
application approval, and could be done as a separate study or as
part of an EIR.
Aesthetics
12 .
The ponds will be highly visible to passengers in vehicles
traveling on State Route 120 and Interstate 5. Whether or not the
ponds will be offensive is subjective, however, the ponds will be
among the first things one sees while approaching the Cities of
Lathrop and Manteca from the south and west. This is considered to
be a less than significant impact.
Land Use
13 . c.
The proposed project may conflict with the Oakwood Lake Resort
recreational facility located south of the project site,
particularly with respect to odors, if any are present during
certain climatic conditions.
Mandatory Findings of Significance
16 . a. - d.
As discussed above, the proposed project has the potential to
degrade the quality of the environment, particularly with respect
to ground and surface water quality given the site ' s location
adjacent to the San Joaquin River and levee, and given the soil and
geologic characteristics of the site. Development as proposed may
achieve the short-term goal of providing disposal of treated
wastewater for the City of Lathrop while creating long term
environmental impacts.
