Program. <br /> 51. Subject to the requirements of the Mountain House Transportation Improvement Fee <br /> Technical report adopted by the MHCSD Board of Directors on April 11,2000, and all <br /> amendments thereof to date, widen or fund, as determined by MHCSD, Grant Line Road to <br /> four lanes from Great Valley Parkway to 1-580 freeway prior to issuance of the 2250th <br /> building permit beyond "E", "F,and"G".The developer shall improve and widen Grant Line <br /> Road between the Alameda County line and its intersection with 1-580. If Alameda County <br /> does not allow the improvements to Grant Line Road, the developer shall deposit with the <br /> MHCSD, funds equivalent to the cost of the widening as listed in the TIF Report. The <br /> MHCSD General Manager may use the funds to improve other regional roads as determined <br /> by a traffic study and stated in the TIF technical report and approved by the MHCSD. If <br /> Grant Line Road in Alameda is not widened, an interim design showing the transition from 4 <br /> lanes to two lanes within the boundary of Mountain House shall be submitted to the MHCSD <br /> for review and approval. <br /> 52. All street improvements along Byron Road from East boundary of the MHCSD to the west <br /> boundary of the MHCSD shall be constructed to its full and final design as indicated on the <br /> Master Plan and the latest MHCSD standards. Timing shall be consistent with Community <br /> Approvals as determined by MHCSD. <br /> 53. Byron Road and other street improvements outside the MHCSD boundary shall be widened <br /> as required in the Master Plan. The timing shall be as indicated in the Community approvals. <br /> 54. If the property shown on the Tentative Map is to be developed in phases,then a Subdivision <br /> Agreement and appropriate bonding shall be executed between the MHCSD and the <br /> developer for each phase, prior to the approval of the Final Map. <br /> 55. The developer shall provide adequate bonding to ensure timely construction of the <br /> improvements as determined by MHCSD. Additional bonding may be required for any <br /> improvements that are postponed or phased such as permanent signing, striping and <br /> pavement markings. <br /> 56. The interim striping and pavement markings installed in paint instead of hot applied <br /> thermoplastic, per MHCSD Technical Specifications, are placed to minimize damage during <br /> the ongoing construction. Developer shall bond to cover the cost of the final permanent <br /> signing and striping and any other remaining work for any partial acceptance. The <br /> developer shall complete these tasks prior to the full final acceptance. <br /> 57. Private alleys and roadways shall be signed specifying that the vehicle code is enforced. <br /> 58. As roadway work is completed, all applicable overhead utilities shall be undergrounded. <br /> 59. Provide minimum 8 feet sidewalks on all collector streets within the Town Center. <br /> 60. Pedestrian crossings, consisting of crosswalks and pedestrian activated signals or warning <br /> light systems, as warranted by a traffic study, required by the MHCSD, shall be provided <br /> across Providence Street and De Anza Blvd.to facilitate pedestrian movement along the <br /> Creek Corridor and between the Community Park areas located on each side of the <br /> roadways. <br /> 61. If the land covered by the Tentative Map is to be developed in phases, then the boundary of <br /> each phase shall be determined by the following access requirements: <br /> A. Two points of access shall be provided by streets having a classification of residential <br /> collector or higher. <br /> 14 <br />
