I. Construction and landscaping of arterial intersections shall be designed and constructed <br /> consistent with the common design theme of the Town Center and with all community approvals, <br /> including applicable provisions of the MHCSD Design Manual. Plans shall be submitted for review <br /> and approval by the MHCSD public Works Director concurrently with the adjacent street <br /> improvement plans. <br /> J. Site furniture, consistent with the common design of the Town Center, shall be incorporated into <br /> the improvement plans and shall be consistent with the MHCSD Design Manual. The site <br /> furniture shall be a part of the design plans and shall comply with all community approvals <br /> including applicable provisions of the MHCSD design manual. <br /> K. All landscape pedestrian through-block connections, if applicable, shall be a minimum of 30-foot <br /> width. <br /> L. Special features such as Fountains and Art in Public Places shall be placed within Town Center <br /> as shown in SP II and comply with the Master Plan. There shall be input from the community in <br /> choosing such items. <br /> 78. COMMUNITY PARKS: <br /> A. All implementation of public improvement projects shall comply with all Community Approvals, <br /> including applicable provisions of the MHCSD Parks, Recreation and Leisure Plan and the <br /> MHCSD Design Manual. <br /> 79. MOUNTAIN HOUSE CREEK <br /> A. All remaining required improvements to Mountain House Creek between Central Parkway and <br /> Byron Road shall be completed, including but not limited to all bridge crossings, utility crossings, <br /> storm facilities and connections and any other improvements and right of way dedications along <br /> the creek. Timing: To be completed at the same time as Central Park Phase 2. <br /> 80. CENTRAL COMMUNITY PARK <br /> A. The second phase of Central Community Park, which is to include one of the remaining two <br /> parcels, must be constructed no later than the time 80% of dwelling unit permits south of Byron <br /> Road within Specific Plan II have had their final inspection. The third phase of Central Park, <br /> which is to be the third parcel, must be constructed no later than the time 95% of dwelling unit <br /> permits south of Byron Road within Specific Plan II have had their final inspection. Bonds shall <br /> be provided as part of the subdivision agreement for the Town Center. <br /> 81. BBID Canal: The applicant shall reroute or abandon the canals as directed by BBID. <br /> 82. A special purpose plan shall be prepared and submitted for approval to the county and MHCSD. <br /> Special purpose plan shall identify the actual character of the Town Center and tie all buildings, <br /> landscaping, lighting, signage, and site furniture, etc. together. Special purpose plan shall be <br /> approved prior to the issuance of the first building permit or prior to the approval of any improvement <br /> plans. Town Center shall include additional site furniture such as benches, tables, trash bins, <br /> planters, etc. <br /> 83. The Town Center Lighting should be higher than that used on the major Arterials and Residential <br /> Streets as there is more foot traffic during the hours of darkness. It is recommended that a foot- <br /> candle reading of at least 0.8 between intersections and be maintained at an Average to Minimum of <br /> 2 to 1 which will create a high uniformity of lighting and visibility. Using these criteria will determine <br /> the pole spacing needed for the Town Center Street Lights. <br /> 19 <br />
