PA- <br /> 0700596 AND ZONE RECLASSIFICATION PRE-APPLICTION NO PA- <br /> 0700597 OF CENTRO APOSTOLICO VIDA NUEVA (C/O RAMON LEAL) <br /> (APN: 159-083-12) (ADDRESS: 4601 E MAIN STREET, STOCKTON) <br /> The applicant has submitted the above referenced General Plan Map Amendment and <br /> Zone Reclassification pre-applications to amend the General Plan designation of a 0.39 <br /> acre parcel from R/L (Low Density Residential) to C/G (General Commercial) and to <br /> reclassify the zoning from R-L (Low Density Residential) to C-G (General Commercial). <br /> The project is located on the northeast corner of Main Street and Carroll Avenue, east of <br /> Stockton. <br /> The Community Development Department has reviewed this application and has the <br /> following comments: <br /> Background <br /> The parcel currently contains an active church. The church has future plans to relocate. <br /> The applicant proposes to use the existing church facility as a retail commercial use that <br /> is compatible with the General Commercial zone. Proposed uses include a bookstore or <br /> retail shop. The specific use has not been determined. <br /> Basis for General Plan Amendment <br /> Development Title Section 9-803.4 states, "prior to approving a General Plan <br /> Amendment, the Planning Commission and the Board of Supervisors shall determine <br /> that the internal consistency of the General Plan is maintained in the adoption of the <br /> Amendment." The proposed amendment must be consistent with various General Plan <br /> goals, policies, objectives, and implementation measures. <br />
