PLANNING COMMISSION MINUTES <br /> MARCH 7 , 1991 <br /> 1. ZONE RECLASSIFICATION APPLICATION NO. ZR-91-9 OF E. J. VASTI <br /> AND R. C. HERNANDEZ to rezone 28 acres from R1-8 (Residential; <br /> 8, 000---square-foot minimum parcel size) to R1-U (Residential ; 6, 000- <br /> square-foot minimum parcel size) . The property is located in an <br /> area bounded by Carroll Avenue, Horner Avenue, Del Mar Avenue, and <br /> Main Street, east Stockton (Supervisorial District 3) . <br /> Associate Planner Steve St. Sure introduced a staff report into the <br /> record. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: R. C. Hernandez was present for this application and <br /> said he concurred with the staff report. <br /> OPPONENTS: Russell Gray, 930 Coolidge, said he lives one block <br /> away from the subject property and his backyard is Carroll Avenue. <br /> He objected to the R1-U zone because he felt it would allow <br /> incompatible uses and would legalize existing incompatible uses. <br /> He said there are many small lots in the neighborhood and this <br /> zoning would encourage further divisions in the area. <br /> REBUTTAL: Mr. Hernandez said the proposal meets ordinance require- <br /> ments and will conform to the future General Plan designation for <br /> the area. <br /> PUBLIC HEARING CLOSED <br /> Comm. Carter asked how many parcels in that area have double <br /> frontage and can be developed. Mr. St. Sure said there are 6 <br /> parcels that can be developed in the R1-U zone but not in the R1-8 <br /> zone. <br /> Comm. Gillispie said that the applicant can create 3 parcels with <br /> the existing R1-8 zoning and will get one more parcel with the R1-U <br /> zone. <br /> Chief Deputy Director Tom Walker said that sewer capacity is <br /> available for the proposed parcels. <br /> Comm. Carter pointed out that the area has mixed uses; that most of <br /> the parcels are very deep and have frontage on two streets. There- <br /> fore, splitting the property will give better use of the property; <br /> sewers are available to the area; and now the neighborhood can be <br /> improved. <br /> MOTION: Moved, seconded (Carter-Rojas) and carried by a vote of <br /> 7-0 to: <br /> 1. Approve the Negative Declaration; and <br /> -1- <br />
