PC: 3-7-91 <br /> ZR-91-9 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2 . Forward Zone Reclassification Application No. ZR-91-9 to the <br /> Board of Supervisors with a recommendation for approval based <br /> on the "Bases for Zone Reclassification" contained in the <br /> staff report. <br /> BASES FOR ZONE RECLASSIFICATION <br /> 1 . The proposed zone district is consistent with the General <br /> Plan. <br /> • This determination can be made for the proposed Zone <br /> Reclassification because the R1-U zone is an appropriate <br /> and consistent implementing zone for the Low Density <br /> Residential General Plan designation. <br /> 2 . The site of the proposed zone district is suitable for any of <br /> the land uses permitted within the proposed zone district. <br /> • This determination can be made because the site is of <br /> sufficient size to accommodate the uses permitted in the <br /> R1-U zone, and all public facilities will be provided to <br /> accommodate development of the parcels. <br /> 3 . The proposed zone district is reasonable and beneficial at <br /> this time. <br /> • This determination can be made because it serves the <br /> long-term interests of the County by providing additional <br /> urban growth in an area already designated for urban <br /> development. <br /> 4 . The proposed zone will not have a substantial, adverse effect <br /> on surrounding properties. <br /> • This determination can be made because single-family <br /> dwellings on the site would be compatible with the <br /> existing uses in the area. <br /> -4- <br />
