Analysis <br /> Council of Governments <br /> The Council of Governments has determined that this project is subject to the SJMSCP. The applicant <br /> must either participate in the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan <br /> (SJMSCP) or provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. A <br /> pre-construction survey must be completed by a Council of Governments biologist prior to any ground <br /> disturbance. The applicant has agreed to participate in the SJMSCP. <br /> Noise Study <br /> Development Title Section 9-1025.9(a)(1) states that excluding proposed noise sensitive land uses on <br /> infill lots, proposed noise sensitive land uses that will be impacted by existing or planned transportation <br /> noise sources will be required to mitigate the noise levels from these transportation noise sources so that <br /> the resulting noise levels on said proposed noise sensitive residential land uses do not exceed sixty-five <br /> (65) dBL for exterior noise and forty-five (45) dBL for interior noise. <br /> The Noise Contour Map indicates that the southern boundary of the project lies within a sixty-five decibel <br /> (65 dB) noise contour along Main Street. Therefore, a noise study was required. A noise study dated <br /> August 11, 2006 was conducted by j. c. brennan & associates. The study was revised in October, 2006 to <br /> incorporate Development Title requirements for measuring noise levels at the property line. The revised <br /> study requires a six-foot-high sound wall for noise mitigation. It also recommends that air conditioning <br /> units be installed to allow occupants to close doors and windows as desired for acoustical isolation. <br /> Therefore, a six-foot-high sound wall will be required on the southern property line of Parcel 69 adjacent <br /> to Main Street for any parcels west of the realigned Walker Lane that abut Main Street, and air <br /> conditioning will be required for all residences on Lots 9, 10, and 56-69. <br /> San Joaquin County PA-0500543\Kemp <br /> Community Development Page 3 <br />
