Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. UP-01-03 with the Findings and Conditions of Approval <br /> contained in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General <br /> Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other <br /> applicable plan adopted by the County. <br /> The establishment, maintenance and operation of the use does not conflict with the <br /> General Plan because the use proposed in application No. UP-01-03 is consistent with <br /> the R/L General Plan designation, which may be conditionally permitted in the R-L <br /> zone with an approved Use Permit. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other <br /> necessary facilities have been provided, and the proposed improvements are properly <br /> related to existing and proposed roadways. <br /> The City of Stockton has issued will serve letters stating that adequate sanitation <br /> services are available. California Water Services has indicated that it will provide the <br /> water services and San Joaquin County will provide adequate storm drainage. As a <br /> condition of approval improvements, fees, and dedications will be provided. The <br /> proposed utilities, required improvements, and other facilities are existing or will be <br /> provided as reflected in the approved site and/or improvement plans. <br /> 3. The site is physically suitable for the type of development and for the intensity of <br /> development. <br /> The property involved is of adequate size and shape to accommodate the proposed <br /> use and all yards, building coverage, setbacks, parking areas and other requirements <br /> of this Title. The General Plan and zoning designation of R/L and R-L allow 2-6 <br /> dwelling units per gross acre and therefore the 14.69 acres proposed is adequate in <br /> 75) mobile home units.
