• 2.1 Zoning The San Joaquin County Community Development Department web site states that the Site is zoned AG-40, general agriculture with a minimum parcel size of 40 acres. This zoning designation "is established to preserve agricultural lands for the continuation of commercial agricultural enterprises." 2.2 Proposed Development A lot line adjustment is proposed for the Site. Annette Roddan indicated that no changes to the use of the Site are planned. 2.3 Topography A recent U.S. Geological Survey 7.5-minute topographic map was obtained from the San Joaquin County District Viewer. In the map, the Site is depicted as relatively flat land located at approximately 31 to 35 feet above mean sea level. This map is included as Plate 3 in Appendix 1. 3.0 HISTORICAL RESEARCH • 3.1 Aerial Photographs Live Oak reviewed aerial photographs of the Site provided by the San Joaquin County Surveyor's Office in Stockton, California. The available photographs were dated 1937, 1952, 1963, and 1975. Five additional photographs, dated October 1998, November 2000, September 2002, June 2007, and February 2014, were obtained from the San Joaquin County District Viewer. In the 1937 photo, the Site appears to be irrigated agricultural land crossed by an irrigation canal. One or more buildings can be seen on the parcel excluded from the east side of the Site. The surrounding properties appear to be irrigated land and orchards. Scattered building clusters are located along Manteca Road and West Ripon Road. In the 1952 photo, small patch of orchard can be seen to the west of the excluded parcel. A new building cluster can be seen to the immediate south of the Site. No other significant changes are apparent. In the 1963 photo, no significant changes are apparent. In the 1975 photo, the Site appears to have been planted with orchard. Additional surrounding properties are orchards as well. • LOGE 1614 2
