• In the 1998 photo, additional development has taken place to the south of the <br /> Site, and additional orchard has been planted to the north. No other significant <br /> changes are apparent, <br /> In the 2000 photo, a new residence is apparent on the Site, and a new building <br /> site has been cleared of trees. The southern fourth of the Site also appears to <br /> have been cleared of trees. <br /> In the 2002 photo, a new, large structure can be seen at the building site from the <br /> previous photo. Most of the northern three-fourths of the Site have been cleared <br /> of trees, while the southern fourth has been replanted. <br /> In the 2007 photo, a new, large structure and a smaller structure can be seen <br /> near the northeast corner of the Site. Nursery plant growing areas can be seen <br /> at the northwest corner of the Site. <br /> In the 2014 photo, a circular plant display area can be seen near the northeast <br /> corner of the Site. No other significant changes are apparent. <br /> These photos are included as Appendix 3 of this report. <br /> • 4.0 SITE INSPECTION <br /> Live Oak inspected the site on July 6, 2016. Photographs of the Site are <br /> attached to this report as Appendix 2. The perimeter of the Site was inspected, <br /> as well as the field roads and the vicinity of the houses and nursery. It was not <br /> always possible to inspect the ground surface due to the presence of objects and <br /> vegetation. <br /> The Site consists of the New Buds Nursery, two houses, and an almond orchard. <br /> A driveway leads from Manteca Road to the two houses. <br /> The nursery (23563 South Manteca Road) was located at the northeast corner of <br /> the Site. A large building, a smaller building, a parking area, and a plant display <br /> area were noted. The water well for the nursery was observed to be located to <br /> the west of the smaller nursery building. Two pole-mounted transformers were <br /> nearby; they were not labeled with a blue sticker to indicate that they are free of <br /> polychlorinated biphenyls (PCBs). <br /> The easternmost house bore the address of 23585 South Manteca Road. A <br /> shop, pump house, and pool were located to the west of the house. A few empty <br /> five-gallon gasoline cans were noted near the shop. The house and <br /> surroundings appeared clean and well-maintained. Just to the west of the <br /> • house's fenced yard was a concrete slab; Don Moyer indicated that the Roddans <br /> LOGE 1614 3 <br />
