Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. PA-1100194 with the Findings and Conditions of Approval contained in <br /> the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This Finding can be made because the Religious Assembly-Neighborhood use type may be <br /> conditionally permitted in the AG-40 (General Agriculture, 40-acre minimum) zone with an <br /> approved Use Permit application. The proposed storage building is accessory to the <br /> approved religious assembly. The project site has a General Plan designation of A/G (General <br /> Agriculture) and OS/RC (Resource Conservation). The proposed building will not be <br /> constructed within the area designated as OS/RC. There are no other applicable Master Plans, <br /> Specific Plans,Specific Plan, Special Purpose Plans, or any other applicable plans which are <br /> within the vicinity of this project. <br /> 2. Adequate utilities, roadway improvements, sanitation,water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> This Finding can be made because the project will be required to be served by an on-site well <br /> and septic system. Storrs water drainage will be retained on-site. As a Condition of Approval, <br /> the Environmental Health Department is requiring construction of an individual sewage <br /> disposal system under permit and inspection by the Environment Health Department at the <br /> time of development. Also as a Condition of Approval, the Public Works Department is <br /> requiring the developer to meet the requirement of the San Joaquin County Development <br /> Standards to prevent the increased runoff release rate of storm water from discharging onto <br /> other properties and to prevent offsite sediment transport. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> This Finding can be made because the 4.79-acre parcel is of adequate size and shape to <br /> accommodate the proposed storage building, building coverage, setbacks, and other <br /> requirements of the Development Title. The Site Plan shows that there is sufficient area for <br /> parking and circulation, in compliance with Standards of the Development Title. The access <br /> driveways will be wide enough for a two-way access. <br /> 4.
