Theirefore,ihis'project_niee#s#his criterion <br /> 3. Freeway service:areas,shall be limited:in area�in order to'reduce•impacts on surrounding'land <br /> uses and control the physical and visual extent of these areas; <br /> • The existing C FS zones are approximately 190 acres;53 aeres,'50 acres, 24.acres,f and <br /> Th <br /> 13 acres. e proposed project will be :!1.4 acres.Therefore,this project meets this <br /> criterion: <br /> 4. Freeway services area shall be developed so that buildings occupy no more than 60 percent of <br /> the lot and are no more than 3 stories in height; <br /> • There is no underlying project at this time. Any proposed project processed in the C <br /> FS zone will be conditioned-consistent`wi#h this requirement. If any of the existing <br /> structure_s are to remain,they would be�included as part of the 60 percent. <br /> 5. Freeway service areas shall be designed in an attractive manner that creates a favorable <br /> impression of the County by considering 11 the overall site design, landscaping, scale of <br /> development, signage, relationship to adjacent uses, circulation and parking, and architecture. <br /> • there is.no underlying project at this time. Any proposed project processed in the C- <br /> FS zone will be conditioned consistent.with this requirement. <br /> Bases for Zone Reclassification <br /> Prior to approving an-application for a Zone Reclassification, the Planning Commission and'the Board of <br /> Supervisors must determine that all of the following ar ' true: <br /> 1. The proposed zone district is consistent with the General flan, any applicable Master Plans, and <br /> any applicable Specific Plans; �M <br /> If the Board of Supervisors approves the General Plan Amendment, then this Zone <br /> • Reclassification would be consistent with the General Plan because the C-FS zone <br /> is an implementing zone of the CIFS General Plan designation. There are no <br /> applicable Master Plans or Specific Pians in the vicinity. <br /> 2. The proposed zone district is reasonable and beneficial at the time; <br /> • The applicant has submitted a Market survey for this project that has been <br /> accepted by the Community Development Department.
