KMC-SAN JOAQUIN COUNTY, CALIFORNIA <br /> WASTEWATER TREATMENT AND DISPERSAL SYSTEMS <br /> PRELIMINARY INFORMATION FOR PERMIT ACQUISITION <br /> September 2007 <br /> An auto-truck stop is planned on two parcels southwest of the intersection of Manthey Road and <br /> Roth Road in San Joaquin County, near the City of Lathrop. The combined area of the parcels is <br /> approximately 11.0 acres. The site is outside of the limits of the City of Lathrop but within the <br /> Lathrop sphere of influence. Interstate 5 is located immediately east of the site. For reference, a <br /> parcel map and an aerial photograph of the site are presented in Appendix A. According to the <br /> landowner, the auto-truck stop will be known as KMC. <br /> _ A public water system, on-site wastewater disposal, on-site storm drainage and retention, and <br /> frontage improvements are proposed. The development is anticipated in two phases: 1) initial <br /> development of an automobile fueling station, a truck fueling station, a truck lube facility, and a <br /> store/restaurant; and 2)future development of one additional restaurant and one hotel. The <br /> following characteristics and future conditions are assumed: <br /> 1. Approximately 200 trucks will stop at the truck fueling station each day, and <br /> approximately 100 cars will stop at the auto fueling station each day. <br /> 2. The initial restaurant/store will have 45 customer seats and the future restaurant will <br /> have 90 customer seats. <br /> ^ <br /> 3. The truck lube facility will include one restroom. Two people will be employed at the <br /> truck lube facility. <br /> 4. The hotel will have 50 guest rooms. <br /> 5. The site will include extensive irrigated landscaping. <br /> 6. The City of Lathrop will not provide potable water, sanitary sewer, or storm drainage <br /> services for Phase 1 or Phase 2 of KMC. Independent, on-site systems will be needed. <br /> Pre-application information regarding proposed wastewater treatment and dispersal systems is <br /> presented in this document for review by San Joaquin County Environmental Health Department <br /> (SJCEHD) staff. The information is divided into the following sections: 1) Descriptions of <br /> Proposed Systems, and 2) Proposed Implementation Strategy. <br /> 1.0 DESCRIPTIONS OF PROPOSED SYSTEMS <br /> .- Wastewater treatment and dispersal systems will include the following major components: <br /> ,. 1)mechanically-aerated underground treatment units, and 2) a drip dispersal area for the treated <br /> wastewater. The wastewater systems will comply with applicable requirements of the SJCEHD. <br /> ..
