1.1 Necessary Capacity <br /> In preliminary discussions regarding conceptual design of KMC wastewater facilities, SJCEHD <br /> staff provided input regarding design flows. SJCEHD recommended using water consumption <br /> data for existing truck stop and restaurant facilities within San Joaquin County as a basis for <br /> estimating KMC wastewater flows. To facilitate the flow estimates, County staff provided <br /> potable water use data for the Flag City commercial development near Lodi. The Flag City data <br /> are presented in Appendix B. <br /> Wastewater generation rates and flow calculations for Phase 1 and Phase 2 are presented in <br /> Appendix C. Calculations were based on Flag City data where practicable, and other references <br /> (including the USEPA Onsite Wastewater Treatment Systems Manual, February 2002 [1]) were <br /> used as needed. Summaries of the estimated wastewater flows for Phase 1 and Phase 2 are <br /> presented in Table 1 and Table 2,respectively. Elevated groundwater nitrate <br /> concentrations are a concern locally, and a nitrate loading study for the proposed KMC site was <br /> conducted in 2006 [2]. To address this concern, design criteria for the wastewater treatment units <br /> will include a maximum effluent nitrate concentration of 10 mg/L as nitrogen.
