I <br /> I. INTRODUCTION <br /> On August 25, 2006, a Nitrate Loading/Soil.Suitability Study and a Domestic Wastewater <br /> Ik Disposal Study were completed for this proposed project'under a General Plan Map Amendment <br /> Applications(PA=0600037 and Rezone Application (PA-0600552). The project is now referred to <br /> as tie KSC Travel Center. the interim tiirie.between the completion of the initial Studies and the <br /> present;the San-Joaquin-C unty Environmental-Health Department (MID)has stated that the <br /> project has changed sufficiently in scope to warrant an update and amendment to the original <br /> Studies completed in 2006. This Report presents these investigative results, and-provides EHD <br /> with their required and requested information. The findings of this Update and Amendment Report <br /> must be used in conjunction with the original Studies completed for this project. <br /> I <br /> The EHD's.primary concerns with this project are the following: 1.) The number and types of <br /> businesses that have changed since the original conceptual plans, and consequently the anticipated <br /> wastewater flow volume emanating from the proposed project, 2.) The wastewater treatment <br /> methodology as proposed by the engineering firm of Nolte Associates, Inc. and how this <br /> methodology correlates with nitrate loading, and 3.) The fact that the wastewaterdisposal areas <br /> have now been designated in the southwest corner(SWC) of the subject property as noted on the. <br /> Site Plan as "Proposed Wastewater Treatment and Dispersal Area#1 and Area#2." Wastewater <br /> disposal areas were originally specified to be in the.northwest corner of the property. The types of <br /> businesses and the wastewater disposal areas now being proposed are illustrated on a Concept Site <br /> Plan produced by the engineering firm of CSHQA of Sacramento and Boise,Idaho. <br /> The KSC Travel Center commercial complex was originally to consist'of a Gas Station/ <br /> Convenience Store,.' <br /> three Fast Food Restaurants, two Motels (one with a restaurant), and two <br /> Retail Strip Centers, to be constructed in two separate.Phases. Presently,the KSC Travel Center f <br /> Complex is now to consist of a restaurant on the east side of Manthey Road, an auto gas station, a <br /> ' convenience store (c-store)with-a quickµserve restaurant (QSR), an 80-bed hotel, and a truck <br /> refueling'and services facility. <br /> Nolte Associates,.Inc. has been retained by Mrs.-Kelley to formulate preliminary wastewater <br /> treatment and disposal criteria. It was requested by Mr.. Dave Richards, P.E. of Nolte, to provide <br /> information in this Amendment for a wastewater management strategy that includes recirculating <br /> sand filtration and drip dispersal. This was.primarily accomplished by the referenced soil testing in Z <br /> the new Dispersal Areas, and by obtaining influent analytical and flow volume data from the Flag <br /> City commercial complex. Flag City is located at the intersection of Highway 12 and Interstate 5 <br /> in Lodi, and can be considered a comparable facility'in.comparison to the KSC Travel Center in <br /> terms of effluent characteristics, although Flag City is much larger. <br /> A summary of the findings pertaining to the nitrate loading potential reveal soils under the proposed <br /> fine-grained material composed of sandy silts, silty fine-to-very- <br /> Dispersal Areas #1 and#2 contain <br /> fine sands. There is.an observable difference in permeability between Dispersal Area#1 and <br /> Dispersal Area.#2, with Area#2 soils more dense and compact and therefore, slower permeability. <br /> These comparisons are discussed in Section 2 and Section 7 of this report. <br /> ��Pag -1- <br /> Chesney Consulting <br />
