Analysis <br /> Background <br /> On June 5, 1997, the Planning Commission heard a General Plan Map Amendment and Zoning <br /> Reclassification proposal to change the General Plan and Zoning designations of 46 acres from General <br /> Agriculture (A/G) and AG-40 to Limited Industrial (I/L) and Industrial-Warehouse (I-W) respectively. After <br /> hearing the matter, the Planning Commission voted to recommend that the Board of Supervisors only <br /> approve the General Plan Amendment and rezoning for 9.76 acres at the northeast corner of the site <br /> instead of 46 acres as requested. The Board considered the matter on August 12, 1997, and approved a <br /> Motion of Intent to approve the General Plan Amendment and Zone Reclassification for the 9.76 acres at <br /> the southwest corner of Manthey Road and Klo Road. At the Community Development Department, an <br /> error was made and the entire 46 acres was input into the Sierra system as I/L and I-W. Based on the <br /> information in the Sierra system, the 34.74-acre property was bought as industrial property and was later <br /> discovered to be agricultural. TYe Board of Supervisors issued Board Order B-01-1050, which directed the <br /> Community Development Department to "process a General Plan Amendment and Rezoning for property <br /> owner by Central Valley Construction, Inc....and determine the appropriate General Plan classification and <br /> the amount of land that should be rezoned, if any." <br /> Loss of Agricultural Land <br /> In the Initial Study performed for the General Plan Map Amendment and Zone Reclassification, the <br /> Community Development Depa tment identified the potential loss of agricultural land resulting from the <br /> change from an agricultural designation to an industrial designation as a significant cumulative impact. In <br /> order to mitigate for the impact of the potential loss of agricultural land, the owner will be required to pay <br /> the American Farmland Trust an appropriate mitigation fee at the time the property is developed. <br /> POLICY CONSIDERATIONS <br /> Limited Industrial Locational Criteria (Volume I pp. IV-31, 32) <br /> The General Plan Industrial Development Chapter contains the following locational criteria for Limited <br /> Industrial areas: <br /> 1) Limited Industrial Areas shall be located on a Minor Arterial or higher classification roadway. <br /> Squires Road, which runs along the southern portion of the property, is classified as a future <br /> Minor Arterial roadway. <br /> 2) Limited Industrial areas sha l be located in areas served by, or planned to be served by, a wastewater <br /> treatment plant, a water system, and a drainage system, all of which shall be public, unless only one <br /> parcel is involved. A limited number of areas may be zoned for development on septic tanks. The <br /> uses in these areas shall nct individually or collectively generate wastewater whose volume or quality <br /> requires a sewage treatment plant.
