The necessary studies were submitted to the <br /> Environmental Health Department. In a comment letter dated March 22, 2002, the <br /> Environmental Health Department indicates that the Nitrate Loading Study does suggest that <br /> the soil on this site can contribute to some denitrification of sewage effluent. <br /> d) require a septic nitrate loading feasibility study prior to development. <br /> The Environmental Health Division reviewed a nitrate loading study and will review <br /> development plans prior to the issuance of building permits. <br /> Location and Character of Development(Yolume I pp IV-5) <br /> The Location and Character Development Policies contains the following criteria for development: <br /> 1. Development shall be orderly and compact. <br /> The General Plan Map Amendment and Zone Reclassification is proposing urban development <br /> outside of an urban area in an area designated for agriculture. The site is adjacent to a 9.76-acre <br /> area that was designated as industrial in 1997. <br /> 2. Development should occur on vacant lots within existing communities as"infill" before extending <br /> beyond the current developed areas of a community. <br /> The Sphere of Influence for the City of Lathrop ends at the east side of 1-5, and the property is not <br /> located within any urban community. The City of Lathrop indicated in a letter dated September <br /> 20, 2001, that they have filed an application with LAFCO to include the area between Interstate 5 <br /> and the San Joaquin River north to Roth Road within the City's Sphere of Influence. The letter <br /> also indicated that the specific plan for the area will likely include residential, recreational, open <br /> space, and commercial areas, but not industrial. <br /> Infrastructure Services (Volume 1 pp IV-66-70) <br /> The Infrastructure Services Policies contain the following criteria for development: <br /> Water Supply <br /> For industrial areas outside of communities, a public water system serving the entire planned area is <br /> required. Private systems may be permitted if only one parcel is involved. There are four parcels <br /> contiguous to the subject parcel designated as industrial. Therefore, a public system would be required <br /> to serve the entire area planned as industrial. No public services are currently available in the area, and <br /> the applicant has not proposed one.
