A. The applicant shall construct a solid masonry wall six (6) feet in height along the southern <br /> boundary line of the property at the time of the first building permit issued for parcels <br /> contiguous to the southern boundary of the property. (Development Title Section <br /> 1022.4[d][1), Conditional zoning 5.15) <br /> d. STORM DRAINAGE: Any additional stormwater drainage created by new improvements shall be <br /> retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown <br /> on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be <br /> included. (Development Title Section 9-1135) <br /> e. PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently <br /> maintained with base material of appropriate depth and asphalt concrete or Portland cement <br /> concrete to provide a durable, dust free surface. Bumper guards shall be provided when <br /> necessary to protect adjacent structures or properties (Development Title Section 9- <br /> 1015.5[e]). Aggregate base, gravel, or chip seal may be used for equipment storage areas <br /> (excluding trucks). <br /> (2) Phase One: <br /> A. A minimum of 9 parking spaces shall be provided, including 1 accessible space which shall <br /> be van accessible. Accessible spaces shall be located as close as possible to the primary <br /> entrance (C.C.R., Title 24). ( 4 spaces are required for every 1,000 feet of building area and <br /> .67 spaces are required for every employee.) (Development Title Section 9-1015.3) <br /> (3) Phase Two: <br /> A. A minimum of 53 total parking spaces shall be provided, including a total of 3 accessible <br /> spaces, one of which shall be van accessible. Accessible spaces shall be located as close <br /> as possible 0 the primary entrance (C.C.R., Title 24). ( 4 spaces are required for every <br /> 1,000 feet of building area and 67 spaces are required for every employee) (Development <br /> Title Section 9-1015.3) <br /> f. LIGHTING: Lighting shall be provided and comply with the following: <br /> (1) If the parking area is to be used at night, parking lot and security lighting shall be installed. <br /> (Development Title Section 9-1015.5[g]) <br /> (2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the <br /> property lines hall be permitted except onto public thoroughfares, provided, however, that such <br /> light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][4]) <br /> g. LANDSCAPING: Landscaping shall be provided and comply with the following: <br /> (1) Phase One: <br /> A. All areas not used for buildings, parking, driveways, walkways, approved outdoor storage <br /> areas, or other permanent facilities shall be landscaped.
