Analysis <br /> Background <br /> The applicant has an existing temporary corporation yard at this location under Improvement Plan PA- <br /> 0400216. On October 8, 2002, the Board of Supervisors approved a General Plan Amendment and <br /> Conditional Zoning application for the subject property. Pursuant to the adopted Resolution R-02-667, the <br /> applicant will be required to meet the following conditional zoning requirements before issuance of building <br /> permits: <br /> 1. At the time a building permit is issued for any structure, the applicant shall pay a traffic impact fee to the <br /> City of Lathrop in the amount of $110.00 per 1,000 square feet of structure, to be used by the City of <br /> Lathrop for future Interstate 5 interchange improvements. <br /> 2. A 50-foot building setback shall be observed along the southern boundary line of the property. At the time <br /> of the first building permit for parcels contiguous to the southern boundary of the property, the applicant <br /> shall install a six-foot high masonry wall along the length of said boundary. <br /> Neighborhood Opposition <br /> The Community Development Department has received one letter of opposition to the construction of the building <br /> and the proposed project, stating the following reasons' <br /> • It will increase the noise in the area. <br /> The site is currently being used as a temporary corporation yard. The current hours of <br /> operation are 6:00 am to 6:00 pm. The hours will remain unchanged with the proposed <br /> project. Additionally, a masonry wall will be required as a condition of approval for this <br /> project along the southern boundary line of the property when parcels contiguous to the <br /> southern boundary of the property develop. <br /> • The smell and odor from the project will deteriorate the neighborhood. <br /> There will be no manufacturing or production of pipelines on site and the site will be used <br /> primarily for storage of equipment and vehicles. All storage materials and related <br /> activities, including storage areas for trash, shall be screened so as not to be visible from <br /> adjacent properties and public rights-of-way. Screening shall be six (6) to seven (7) feet in <br /> height. Outside storage is not permitted in front yards, street side yards, or in front of <br /> main buildings. (Development Title Section 1022.4[d][2]) <br /> • It will increase the number of trips going in and out of Klo and Manthey Road. <br /> Manthey Road has an existing right-of-way width of 52 feet and a planned right-of-way width <br /> of the same. The access for the project will be from Manthey Road.
