The proposed zone district is consistent with the General Plan, any applicable Master <br /> Plan, and any applicable Specific Plan. <br /> This determination cannot be made because the I-W zone is an implementing zone <br /> for the I/L General Plan designation. The determination cannot be made that the <br /> proposed I/L designation is consistent with the General Plan and therefore the I-W <br /> is not consistent father. <br /> 2. The proposed zone district is reasonable and beneficial at the time. <br /> This determination cannot be made because proposed zoning to the parcel would <br /> permit urban land use without the benefit of public services. Also, there is no <br /> underlying project proposed for the site, which means there is no immediate use <br /> planned for the property.
