The determination cannot be made that the <br /> proposed I/L designation is consistent with the General Plan and therefore the I-W <br /> is not consistent father. <br /> 2. The proposed zone district is reasonable and beneficial at the time. <br /> This determination cannot be made because proposed zoning to the parcel would <br /> permit urban land use without the benefit of public services. Also, there is no <br /> underlying project proposed for the site, which means there is no immediate use <br /> planned for the property.
