The Sphere of Influence for the City of Lathrop ends at the east side of 1-5 and the <br /> property is not located within any urban community. In a letter dated April 16, 1997, the <br /> City of Lathrop stated that..."over 70 percent of the property in the existing City limits is <br /> designated and zoned for industrial uses, a total of 2,900 acres." It would appear that <br /> the City of Lathrop has adequate areas for industrial development and the proposed <br /> designation of 34 additional acres as industrial would be inconsistent with the General <br /> Plan policies. <br /> Infrastructure Services (Volume 1 pp IV-66-70) <br /> The Infrastructure Services Policies contain the following criteria for development: <br /> Water Supply <br /> For industrial areas outside of communities, a public water system serving the entire planned <br /> area is required. Private systems may be permitted if only one parcel is involved. There are <br /> four parcels contiguous to the subject parcel designated as industrial, therefore a public <br /> system would be required to serve the entire area planned as industrial. This does not meet <br /> the criteria of the General Plan for water supply outside communities because no public <br /> services are currently available in the area. (General Plan, Volume 1 page IV-66). <br /> Stormwater Drainage <br /> For industrial areas outside of communities, a public drainage system serving the entire <br /> planned area is required. Private systems may be permitted if only one parcel is involved. <br /> There are four parcels contiguous to the subject parcel designated as industrial, therefore a <br /> public system would be required to serve the entire area planned as industrial. This does not <br /> meet the criteria of the General Plan for stormwater drainage outside communities because no <br /> public services are currently available in the area. (General Plan, Volume 1 page IV-70). <br /> Basis for General Plan Amendment (Development Title Section 9-803.4 page 428) <br /> The following basis for General Plan Amendment must be made in order to recommend <br /> approval of the project: <br /> 1. The internal consistency of the General Plan is maintained in the adoption of the <br /> Amendment. <br /> This determination cannot be made because the General Plan Map Amendment is <br /> inconsistent with the policies of the General Plan. Specifically, it is inconsistent <br /> with infrastructure services relating to water supply and stormwater drainage and <br /> requirements regarding growth accommodation policies. <br /> Zone Reclassification of 34.74 acres from AG-40 to I-W <br /> Bases for Zone Reclassification (Development Title Section 9-812.4 page 432) <br /> The following Bases for Zone Reclassification must be made in order to recommend approval of the <br /> project: <br />
