I shall begin on the day the County first discharges sewage into <br /> 2 the Regional System. <br /> 3 2 . City "user" classifications shall apply to County <br /> 4 users for the purpose of determining fair and equitable sewer <br /> 5 charges in unincorporated County areas . <br /> 6 3 . City sewer service charge rates shall be established <br /> 7 and annually reviewed, in order to provide a principal part of <br /> B a sound revenue program to pay the cost of wastewater facility <br /> 9 financing and operations. Changes in City rates shall be au- <br /> 10 thorized only by action of the Stockton City Council. <br /> 11 4. The sewer service charges assigned to each use in the <br /> 12 County areas included in,this Agreement shall be determined on <br /> 13 the basis of the established City rate, less the portion of <br /> 14 such rate that represents the costs associated with components <br /> 15 of the City sewerage system not used by County . <br /> 16 5. Payment for services received in the preceding month <br /> 17 shall be due and payable on the first day of the following <br /> 18 month. City shall invoice County each month . <br /> 19 a. Any change in City rates for sewer service charges <br /> 20 which is predicated upon costs for facilities used <br /> 21 by both County and City shall result in a change <br /> 22 in the rate charged to County for sewer service. <br /> 23 Such changes in rates shall become effective at <br /> 24 the time and in the manner as may be determined by <br /> 25 the Stockton City Council. Should the effective <br /> 26 date of such change occur after City has billed <br /> 27 County, City shall submit a corrected billing, or <br /> - 20 - <br /> . CO cl�w111 11 <br />
