GP-01-4 AND
ZONE RECLASSIFICATION NO. ZR-01-2 OF DAVID & ELLEN SILVA (C/O
STEVE MALCOUN) (APN: 193-170-28 & 29) (8355 MANTHEY ROAD, FRENCH
CAMP)
The applicant is proposing to change the General Plan designation of two parcels from A/L
(Limited Agriculture) to I/L (Limited Industrial) and change the zoning from AL-10 (Limited
Agriculture-10 acre minimum) to I-W (Warehouse Industrial). The parcels have a total area of
3.68 acres.
The first parcel is the western 0.9-acre portion of a 2.5-acre parcel of land bisected by Interstate
5. The portion of the property on the east side of Interstate 5 currently has a C/G (General
Commercial) General Plan designation and is zoned C-G (General Commercial) as well. The
second parcel is 2.78 acres and is located directly south of the first parcel.
The parcels are located on the west side of Manthey Road, 179 feet south of Mathews Road,
west of French Camp. Both parcels are located outside of the urban community of French
Camp.
The applicant originally proposed to change the General Plan and zoning of only the 0.9-acre
portion of the 2.5-acre parcel only (APN: 193-170-29). However, upon further investigation it
was determined that the existing use (which is currently under enforcement [E-97-357]) of trailer
parking, was actually utilizing the southern 2.78-acre parcel as well. As a result, the application
was re-referred reflecting the new project description.
Hurd Road
The Department of Public Works has indicated in the memo dated
January 2, 2002, that Hurd Road has an existing right-of-way width of 60 feet and a planned
right-of-way width of 60 feet. However, the Public Works Department has since indicated that
there are not plans to extend Hurd Road onto the west side of Interstate 5 and that the
applicants may disregard this information.
