This project has tentatively been scheduled for the Planning Commission meeting of February <br /> 7, 2002. The Community Development Department has reviewed the General Plan Map <br /> Amendment and Zone Reclassification applications and responses from other agencies and will <br /> be recommending that the Planning Commission deny the project based upon inconsistencies <br /> with the General Plan. <br /> General Plan Policv <br /> In order to approve the General Plan Amendment, the Board of Supervisors will have to <br /> determine that the internal consistency of the General Plan is maintained in adoption of the <br /> proposed General Plan Amendment. The Community Development Department has reviewed <br /> the proposed General Plan Amendment and has determined that it is inconsistent with the <br /> following General Plan policies: <br /> General Plan Development and Locational Criteria C: Volume I (D. IV-32) states: <br /> "Property must be located on a Minor Arterial or higher classification roadway." <br /> • The properties have frontage on two roads, Mathews Road and Manthey Road. Neither <br /> of these roads is classified as a Minor Arterial or higher classification roadway. <br /> General Plan Wastewater Treatment Policy No. 1: Volume I (p. IV-62) states: <br /> "Expansion of urban communities shall be limited to areas where community wastewater <br /> treatment systems can be provided." <br /> • The proposed General Plan Amendment would expand the urban community of French <br /> Camp to include the western 0.9-acre portion of a 2.5-acre parcel of land bisected by <br /> Interstate 5, and a 2.78-acre parcel located directly south of the first parcel.
