Date: January 8, 2002
To: San Joaquin County Community Development Department
From: City of Stockton, Community Development Department, Planning
Division, Permit Center, 425 N. EI Dorado Street, Stockton, CA 95202,
(209) 937-8266
Subject: City Community Development Department Response to San Joaquin
County Referral — REVISED GP-01-4 & ZR-01-1
Project Description: General Plan Amendment application for approximately 3.87
acres located at 37 West Hurd Road & 8355 Manthey Road, French
Camp (APN Nos. 193-170-29 & 28).
Stockton General Plan Designation: Agriculture.
Recommendation: Denial. In a memorandum dated March 30, 2001, the City stated
its opposition to the applicant's original proposal to redesignate 0.9 acres from
Agriculture to Limited Industrial. The applicant's revised proposal to redesignate
approximately 3.87 acres for tractor-trailer parking is not consistent with the City's
Agricultural General Plan designation for the site. In addition, the proposal is
inconsistent with General Plan policies regarding the location of urban development
(Urban Growth and Overall Development, Goal 1, Policies 2 & 3), the orderly
development of urban areas (Urban Growth and Overall Development, Goal 2,
Policies 1 & 2), preservation of agricultural land (Urban Growth and Overall
Development, Goal 4, Policy 1) and the location of industrial land uses (Industrial
Land Use, Goal 1, Policies 2 & 3; Goal 2, Policies 1 & 2). Finally, the proposal
appears likely to set a precedent for similar requests in the future, thereby
establishing a precedent for allowing industrial-type uses in agricultural areas.
Thank you for the opportunity to comment on this application.
ROGER A. STOREY, DEPUTY CITY MANAGER/
INTERIM COMMUNITY DEVELOPMENT DIRECTOR
by
::ODMAIGRPWISE\COS.CD .CDD_Library:19948.1
