Pursuant to Development Title <br /> Section 9-1015.5(g), parking lot and security lighting must be installed if the parking area is <br /> to be used at night and all lighting must be designed to confine direct rays to the premises <br /> with no spill over. If the parking area is to be used at night, parking lot lighting shall be <br /> shown on the revised site plan. <br /> Landscaping <br /> Pursuant to Development Title Section 9-1020.7, a minimum ten (10) foot wide <br /> landscaped strip respecting the ultimate right-of-way of Mariposa Road, shall be installed <br /> across the frontage of the project site. However, Development Title Section 9-1020.10, <br /> allows the requirements of the Landscaping Chapter to be modified by the Director in <br /> cases where it is demonstrated that an alternative to said requirement would meet the <br /> intent of this Chapter and result in an equal or greater amount of landscaping. The <br /> landscaping strip for the proposed project must be shown on a revised site plan or the <br /> applicant will need to submit a letter requesting a modification to this requirement for <br /> review. <br /> Council of Governments <br /> San Joaquin County is a signatory to San Joaquin County Multi-Species Habitat <br /> Conservation and Open Space Plan (SJMSCP) and this project is subject to the plan. <br /> Participation in the SJMSCP satisfies requirements of both the state and federal <br /> endangered species acts, and ensures that the impacts are mitigated below a level of <br /> significance in compliance with the California Environmental Quality Act (CEQA). Per <br /> requirements of the SJMSCP, unmapped projects are subject to case-by-case review. <br /> This can be a 90 day process and it is recommended that the project applicant contact <br /> SJMSCP staff as early as possible. <br /> San Joaquin Valley Air Pollution Control District <br /> San Joaquin Valley Air Pollution Control District (APCD) submitted a response letter <br /> dated October 30, 2014. The proposed project is subject to District Rule 2010 (Permits <br /> Required) and Rule 2201 (New and Modified Stationary Source Review), because any <br /> modification that would result in a change in emissions or change in method of <br /> operation/equipment requires the submittal of an Authority to Construct application. <br /> APCD also recommends an assessment of the potential project related health impacts <br /> be performed to determine if the emissions of Toxic Air Contaminants (TACs) will pose a <br /> significant health risk to nearby residence and workplaces. APCD requires more <br /> information regarding truck traffic totals and circulation prior to determining what <br /> assessment is required. It is recommended that the applicant contact APCD staff as <br /> early as possible regarding District Rule 2010, Rule 2201, and the health impact <br /> assessment. <br /> Initial Study <br /> The Initial Study will be prepared and circulated after the submittal of a more detailed <br /> project description and a revised site plan. The Initial Study must be circulated for <br /> agency review a minimum of thirty (30) days prior to staff approval of the project. <br />
