On April 4, 1957, the Community Development Department approved Use Permit <br /> application No. UP-451 to establish a contractor's office and equipment yard on parcel <br /> 179-550-07. On May 17, 1996, the Community Development approved Site Approval <br /> application No. SA-96-0020 for the addition of a 3,500 square foot building to an existing <br /> trucking facility. <br /> The applicant must provide more information and clarify the area used for the concrete <br /> manufacturing facility on a revised site plan. If the proposed project site encompasses <br /> multiple parcels, a Lot Line Adjustment or Merger application will have to be applied for <br /> and approved prior to the issuance of any building or grading permits for the facility. A <br /> fee is required for these applications. <br /> Facility Operations <br /> The project application does not clearly indicate the proposed operations and existing <br /> operations, and does not match the facility information included on the site plan. The <br /> applicant will need to provide a detailed description of the facility operations, including <br /> days and times of operation, total maximum number of employees for the facility, and <br /> total maximum number of vehicle trips. <br /> Parking <br /> The site plan submitted by the applicant depicts fifty-four (54) existing parking spaces for <br /> the existing concrete manufacturing facility and fifty (50) proposed parking spaces to be <br /> added for the proposed expansion. Parking requirements are determined by the use type, <br /> size of structures, number of employees, and number of seats. Pursuant to Development <br /> Title Table 9-1015.3(b), the General Industrial - Heavy use type requires two (2) parking <br /> spaces for every 1,000 square feet of building and .5 per employee. As a result, sixteen <br /> (16) parking spaces will be required with Phase 1, sixty-six (66) parking spaces will be <br /> required with Phase 2, and twenty-nine (29) parking spaces will be required with Phase 3. <br /> A total of one hundred eleven (111) parking spaces are required for the expansion. <br /> Additionally, Site Approval application No. SA-96-00.17 required eighty-two (82) parking <br /> spaces for the existing facility. Therefore, a total of one hundred ninety-three (193) parking <br /> spaces are required at full build out. Pursuant to Development Title Section 9-1015.5 <br /> (b)(1), each parking stall shall be an unobstructed rectangle, minimum of nine (9) feet <br /> wide by twenty (20) feet long, except for parallel stalls, which must be nine (9) feet wide <br /> by twenty-six (26) feet long and, pursuant to Development Title Section 9-1015.5 (e), all <br /> parking spaces, driveways, and maneuvering areas shall be surfaced and permanently <br /> maintained with asphalt concrete or Portland cement concrete. <br /> Development Title Section 9-1015.9 states that requirements of the chapter may be <br /> modified by the Director in cases in which, due to the unusual nature of the establishment <br /> proposed or the development proposal submitted for it, the requirements set forth in the <br /> Development Title may be considered insufficient or excessive. The applicant must submit <br /> a letter requesting a parking modification for review or depict the required number of <br /> parking spaces on a revised site plan. <br /> Existing Driveways & Access <br /> The site plan depicts multiple driveways accessing the project site. Development Title <br /> Section 9-1015.5(h)(1) states, "access driveways shall have a width of no less than <br /> twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles except <br /> that in no case shall driveways designated as fire department access be less than twenty <br /> (20) feet wide."
